as European passengers, and should not be included in the
computation of the number of Asiatic passengers on board. Under
the original section, which is based on the Chinese Passengers Act
of 1855 which provided that all vessels carrying more than 20
Asiatic Passengers came within the Act, a Mail Stemmer carrying 12 First Class Asiatic passengers and only 10 Asiatic passengers
in the steerage would be put to the unnecessary trouble and
expense of taking out an Emigration Certificate. The section
appears to me to be obsolete and I would ask your sanction to
supersede it.
